This is a pain even with a low ping. It feels completely broken to me, sometimes I can hit just fine, sometimes I have to offset the aim, sometimes you just don't hit anything, even on a short distance.

I'd suggest connecting the computer elsewhere and test it with a different ISP.

That's an executable binary, are you sure you are running it correctly? Looks like an error message from shell (and bash in case of root, I guess). You should chmod +x pbsetup.run and then just run it with ./pbsetup.run.

It should be OK by now.
