This was added for exactly that reason - to nerf the mortar, an otherwise overpowered weapon. Making it easier to spot makes it more fair for everyone if you ask me.

Sniper scripts don't work in ETPro as ETPro itself has "formally banned" the use of the "+lookdown" command.

If the Allied spawntime is increased then the train speed should stay default. But yea, the spawntime increase is also a nice and simple idea. But I think it would make the map too easy for Axis then. Change the flag only or make the train faster and change the flag would be my choice - same adjustm...
