I was streaming on hirntot when he joined the match. I was able to hit the opposite team without a problem except for him. It's like a ghost with an insane accuracy. I have a couple of clips that show what I mean:

He is able to track me with really good accuracy, I was hitting him but he wasnt annoyed by that.
In the second part he kills me with unbelivable accuracy aiming to the ground. In the kill before mine he hit several HS by shooting to the feet.
The third kill is the weirdest. He keeps tracking me behind the wall and hitting me without actually being able to see me.
I was receiving late hits (behind wall hits) but I tracked him pretty good. Nonetheless he succeeds in killing me.

Totally unhittable, we were both partially in the smoke cloud but he was standing still so I had a significant advantage in tracking. Nonetheless he pulls out nice 100% accuracy tracking while I was moving.
In conclusion I don't know IF he cheats. What I know is that I cannot reach 30+ accuracy with 250 ping. Basically you see the world a quarter of second later than the other players. This is such a disadvantage that your performance is totally compromised. You can try to preshoot here and there to compensate for the delay but you end up lowering your accuracy significantly. That's not what we see. His accuracy is solid, not to say excellent or inhuman at times, he apparenty does not need to preshoot.
He is, at best, a very annoying opponent. He does not seem to be bothered by the recoil. Basically he can shoot 50+ accuracy while being shot. IMHO this is the main red flag: 250 ping with 50+ accuracy is a joke.
The admins should decide what to do with him, this is such a strange case.

Antilag is used to level the gameplay by allowing the player to score hits where the players sees the opponent and not where it actually is. It does not compensate the high ping. If I have 250ms latency and my opponent 50ms, I'm 200ms slower than him. I will be obliterated behind each and every corner because he shoots me earier.
By emulating a 90ms lag (250 et ping) I've made a short clip on hirntot just to show you how unplayable it is. There are some kills because the opposite team is really low but it is clear how the delay damages the gameplay: https://www.youtube.com/watch?v=Efid3UK ... e=youtu.be

Spectating and watching demo replays of any player in ET gives an inaccurate picture, and the higher the latency the worse it becomes. The antilag feature allows us to aim directly at players as we see them, rather than having to lead targets based on latency (e.g. Quake 3), so your actions in the demo are all late compared to where your opponent actually was according to the server. I did some rough unlagging of a few Outload clips using the Image.ET tool to show how it more or less looked for him.
Antilag in various forms is the norm for FPS games these days; it gets even more screwed up if they do it for projectiles, i.e. you dodge a rocket, but it hits you anyway! I think a good compromise would be to only compensate up to the first 50 milliseconds or so, and after that you have to start leading your targets accordingly; I think this would minimise the issues it causes whilst keeping gameplay sharp for all reasonable pings. But that's not ET works, so its a moot point I guess

ET antilag is too forgiving and it leads to abuses like this one. Nowadays every decent connection keeps you below 100ms, so I would set it to 100ms max. I really cant hit him, he is a ghost. Moreover his shots reach you in batches that differ significantly from the "normal" players.
I'd prefer to be killed by skill and not by ping.

Again, aCid has a bigger ping and his kills aren't that fucked up as with outload. Yes, you also get killed behind walls, but not as weird as these kills by outload are. I don't know why that is.

There are a couple of 250 ping players but none has 50+ accuracy like him.
BTW I noticed that he keeps changing name every time he plays. imho It's a cheater's habit.
I'd prevent him from playing on the server, it's not clear how he can pull out that kind of performance in his condition.
