Allow vote PUT SPECTATOR

Dear Hirntot,
I was wondering if it could be possible to allow voting on putting a player to the spectators. Every now and then there is someone away from keyboard and appears to not be automatically removed from the team. Since I think it's not too nice to kick someone I'd love to see the option to put the player to spectator instead.
If there is a reason why it has been disabled, I'd like to know why.
